On October 27, 2022 after nearly three years of planning and assessment, the Orange County Fire Authority (OCFA) Board of Directors approved the purchase of two new Sikorsky S70 Firehawkhelicopters. The new aircraft will replacethe two OCFA 1966 UH-1H “Super Hueys” that were grounded in 2020 due to significantly increased cost of operating these legacy aircraft.

Firehawks have become the industry standard across the Southern California fire service, and with this approval, the OCFA joins its surrounding peer agencies — Santa Barbara Fire, Ventura County Fire, LA County Fire, San Diego Fire, and CAL FIRE — that already have Firehawk helicopters in their respective fleets.

Brian Fennessy, Chief of the OCFA since 2018, told Fire Aviation in March 2020,“All four of our aircraft need to be replaced.” The Chief has served as Air Operations Branch Director on Incident Management Teams.

Previously when he was Chief of the San Diego Fire Department he commissioned an independent study to evaluate and recommend which type of helicopters the organization should be flying into the future. A Fleet Replacement Analysis by Conklin & de Decker Associates was conducted. After that study and one for Los Angeles County Fire Department in 2000 both departments purchased Sikorsky S-70i Firehawks.

Chief Fennessy contracted for the same consultant to do a similar study at OCFA. They evaluated and compared five helicopters; Bell 212HP, Bell 412EP, Sikorsky S-70i, Airbus H215 Long, Airbus H215 short. The study was underway in 2020 and apparently came up with similar results.

The new OCFA aircraft will join OCFA’s two Bell 412EP helicopters, providing the agency with four operational helicopters for the first time since 2020 and empowering OCFA Air Operations to perform day/night aerial fire suppression, remote rescues, and other all-hazard missions at a far safer and capable level. True force multipliers in battling wildfire, the Firehawk’s water-dropping capabilities eclipse that of the Bell412s by 256% per tank-load (350 gallons vs. 1,000 gallons).

Before the new aircraft are delivered to the OCFA in fall of 2023, they must first be transformed from Blackhawk to Firehawk by United Rotorcraft, an industry leader in the design and manufacture of mission critical equipment. This transformation will include digital co*ckpit upgrades for ease of navigation while fighting fire and a reconfigurable cabin that accommodates up to 12 firefighting crew members and their equipment during emergency operations.

When the photos of the one of the new helicopters was taken a few days ago it was at the United Rotorcraft facility in Texas, where typically the company applies new livery. Then they will flown to another UA facility near Denver for rest of the lengthy conversion process.

This week at HAI Heli-Expo Sikorsky and United Rotorcraft signed an agreement formalizing how the two companies will collaborate to produce Firehawk helicopters. These specialized aircraft are configured to assist wildland firefighters, dropping up to 1,000 gallons of water to slow the spread of a wildfire, allowing personnel on the ground to more safely move in and suppress the fire.

There are eleven S-70 Firehawks in service now, according to Sikorsky in a briefing in Dallas on March 9. Another five will be modified by United Rotorcraft, four in 2022 and one in 2023.

The new agreement will allow United Rotorcraft to contract for bulk orders of S-70 Blackhawk aircraft, much as it did in August 2021 with an initial five-aircraft order from Sikorsky. Four of the five aircraft will arrive at United Rotorcraft’s Englewood, Colorado completions facility this year from the S-70 production line at PZL Mielec, a Lockheed Martin company in Poland. The first aircraft of the bulk order will be modified to the FIREHAWK configuration for delivery in 2023 to the State of Colorado.

An S-70 Blackhawk aircraft becomes a Firehawk helicopter when United Rotorcraft adds a 1,000-gallon (3,785-liter) water tank system, a raised landing gear (to accommodate the tank), and associated integrated avionics, a process that typically takes six months. United Rotorcraft has been the Firehawk completion teammate of Sikorsky since the late 1990s working closely with Sikorsky and first customer County of Los Angeles Fire Department, which today operates two S-70i and three S-70AFirehawk aircraft. Other operators include CAL FIRE and the City of San Diego Fire-Rescue.

United Rotorcraft recently introduced a digital control mode that gives either pilot greater control of water released to suit the type of fire, and in 2023 will offer both the currently available aluminum tank and a new lightweight, composite tank option.

Another new Sikorsky S-70i Firehawk has been delivered to CAL FIRE’s base at Sacramento McClellan Airport. John Vogel spotted it May 21, two weeks after Paul Filmer photographed it being flight tested at the Centennial, Colorado Airport. It is helicopter 205, N485DF, and “VINA” can be seen near the engines.

Several wildland fire agencies have used the services of United Rotorcraft at Englewood, Colorado to retrofit Sikorsky S-70i helicopters — adding extended landing gear, external belly tanks, retractable snorkels, and rescue hoists. CAL FIRE is purchasing up to 12, Los Angeles County Fire Department is adding two more to their fleet, San Diego Fire-Rescue has received one, and Ventura County FD is converting three HH-60L Blackhawks formerly operated by the U.S. military. Coulson-Unical is taking a different approach, outfitting UH-60swith RADS internal tanks.

San Diego Fire-Rescue is not the only department that is adding new Sikorsky S-70i Firehawk helicopters to their aerial firefighting fleets. The finishing touches are being applied to one for Los Angeles County Fire Department (LACFD).

This new aircraft, Helicopter 21 (N821LA) was photographed while it was being tested in Colorado (above) on November 16 by Eric Lama, United Rotorcraft’s program manager on the Firehawk.

On November 23, 2019, the day it was ferried to LACFD’s Barton helibase in Pacoima, California it was photographed again. Helicopter 21 departed from the Denver area at 6:15 a.m PST and arrived at Barton at 4:19 p.m. PST.

United Rotorcraft converted it into a firefighting machine with extended landing gear, a 1,000 gallon firefighting tank, and a retractable snorkel system. The FAA registration number is N821LA.

Another Firehawk purchased by LACFD is in the process of being converted at United Rotorcraft in Colorado and should be delivered in the Spring of 2020. The Department announced in July that they were going to buy two more.

So if you’re keeping score, they had three Firehawks, the one delivered last week brings the number to four, the one expected next Spring will make five, and considering the July announcement there will be a total of seven. LACFD also has five Bell 412 helicopters.

It takes one or two years, at least, for an S-70i to be manufactured, painted, converted into a Firehawk, and delivered. It can also take additional weeks or months for the receiving department to further outfit the aircraft and train personnel.

Blackhawks are becoming very popular as firefighting machines. Other departments and private companies acquiring them in recent years include CAL FIRE, Ventura County, San Diego County, Firehawk Helicopters, and Coulson.

San Diego Fire-Rescue is adding a Sikorsky S-70i to their aerial firefighting fleet. After being retrofitted by United Rotorcraft it was delivered at Montgomery Field (map) November 23, 2019. It is now known as a Firehawk after being reconfigured with an aerial firefighting mission package including extended landing gear, a 1,000 gallon firefighting tank, and a retractable snorkel system. The FAA registration number is N283SD.

San Diego has two other firefighting helicopters, a Bell 212 (N800DM) and a Bell 412EP (N807JS) manufactured in 1980 and 2008, respectively. The Fire-Rescue Department has two registration numbers reserved to be used later, N281SD and 282SD.

In June, 2018 the S-70i was ferried from Sikorsky’s manufacturing plant in Coatesville, Pennsylvania to Decatur, Texas where it was painted in United Rotorcraft’s facility. The rest of the Firehawk conversion was done by United Rotorcraft in Englewood, Colorado.

The San Diego Police Department presently has four Eurocopter AS 350B3 helicopters manufactured in 2006 which they expect to replace in the foreseeable future at a cost of about $21 million, the LA Times reported November 20, 2019:

The City Council this week approved a five-year agreement with Airbus Helicopters to immediately buy one helicopter for $4.6 million and purchase three more for $5.5 million each before the deal ends in 2024.

City officials stressed that the council will be required to approve each of the additional helicopter purchases and that the purchases will be based on whether the city has adequate resources at the time.

The plan to replace all four helicopters is based on recommendations from a consulting firm that analyzed the city’s helicopter fleet in 2017.

San Diego PD will replace the four helicopters with Airbus H125s, which is basically an updated version of the 350B3.

CAL FIRE posted these photos today of a new addition to their fleet of helicopters.

A year ago the agency received approval to purchase up to 12 new firefighting helicopters, Sikorsky S-70i (Firehawks) from United Rotorcraft. These will replaceits aging fleet of 12 Super Huey helicopters.

United Rotorcraft reported on October 26, 2018 that it had a contract from CAL FIRE for 12 Firehawks, worth a total of $240 million.

United Rotorcraft is also outfitting various configurations of Firehawks for Ventura County, San Diego Fire Rescue Department, and Los Angeles County.

Firehawks can carry up to 1,000 gallons of water in a belly tank while cruising fully loaded at 130 knots (150 mph), or 150 knots (173 mph) unloaded.
